Subject: Request for Investigations and, as Appropriate, Arrests or Summons, Indictments and Prosecutions


Dear Colonel David M. Rohrer and Commonwealth Attorney Ray Morrogh:


I request that the Fairfax County Police Investigate and the Fairfax Commonwealth Attorney, as appropriate, summon or arrest, indict and prosecute:


1. Representative Jane Doe and John Doe for

          a. Violation of 18 U.S.C. § 201(b)(1) making bribes

           

          b. Violation of 18 U.S.C. § 201(b)(2) receiving bribes

  

2. Current and former executives, employees, lobbyists and agents of Acme Incorporated, Donor Doe and the others listed on attachment A, for violation of 18 U.S.C. § 201(b)(1), making bribes.


Representatives Jane Doe and John Doe being public officials corruptly, indirectly and/or directly, solicited, received, accepted, and/or agreed to receive or accept over $200.00 from D. Doe and from the others listed in Attachment A, personally and/or for other persons or entity, in return for being influenced in the performance of an official act, namely __________


All of the individuals listed in Attachment A are current or former executives, employees, lobbyists and agents of Acme Incorporated or its affiliates,

 

A draft Criminal Complaint, Affidavit in Support of a Criminal Complaint and Application for a Warrant are attached.


I also request that Representatives Jane Doe be investigated for violations of the following additional crimes counts be included in her indictment as appropriate:

 

   Title 18 United States Code, Section 1349. Failure to provide honest services.

Defrauding the United States and the people of the United States of honest services of, in furtherance of which the mails and interstate wire communications would be used, in violation of Title 18, United States Code, Sections 1341,1343, and 1346; all in violation of Title 18 United States Code, Section 1349.

 

   Title 18, U.S. Code, Sec. 371, Conspiracy to Defraud the United States

Prohibits conspiring to use any form of fraud in an effort to impair or obstruct the function of a U.S. Government branch or agency.


Knowledge of a crime, and the jurisdiction to pursue those responsible, thereby imposes upon you, the legal obligation to pursue this.


I also request that the victims of the crime ________________ and the attorney(s) for the victim(s) _____________ be kept informed of the status of the investigation as required by crime victim laws.
